Chinese Vice-Premier He Lifeng told Brussels to “exercise restraint” when using instruments widely seen to be aimed at China. He made the comments in his meeting with the European Union Trade Commissioner Valdis Dombrovskis during talks in Beijing on September 25, 2023. The vice-premier specifically cited the EU’s international procurement instrument, the foreign subsidies law and the carbon-border adjustment mechanism as areas of concern. The EU trade chief meanwhile said he conveyed directly to Beijing the EU’s concerns about an “imbalance” in their relationship.
