Hong Kong’s Article 23 national security law

Hong Kong leader John Lee signs new domestic national security ordinance into law

Hong Kong leader John Lee Ka-chiu signed the Safeguarding National Security Ordinance into law on March 22, 2024, hours before it took effect at midnight. Calling it a “historic moment”, Lee said that Hong Kong has “lived up to the trust” of Beijing and that the law’s passage would allow Hong Kong to focus on economic development. In an earlier statement issued hours before the law took effect, the Hong Kong government sought to reassure visitors that they would not fall foul of the new law so long as they “do not engage in behaviours and activities endangering national security”.
