Article 23 targets only seditious intention, not freedom of speech, say Hong Kong ministers

Hong Kong Secretary for Justice Paul Lam Ting-kwok and Secretary for Security Chris Tang Ping-keung said in a press conference on February 7, 2024, that freedom of speech will be well-protected in Article 23, Hong Kong’s local national security law. Lam stressed that the nature of the law is not to crack down on any specific target, but is a defensive approach to safeguard national security from seditious actions.
