Beijing’s top man on Hong Kong affairs, Xia Baolong, was one of several high-profile speakers at the National Security Education Day event on April 15, 2024. The event was the first held since Hong Kong enacted domestic national security legislation required under Article 23 of the Basic Law, the city’s mini-constitution. The event marks the 10th anniversary of what Beijing has called a holistic approach to protecting the country’s safety.
