Luo Huining, the director of Beijing’s liaison office in Hong Kong, began a week-long tour of the city on September 30, 2021, to listen to local residents’ views. The outreach tour began with a visit to a subdivided flat in Mong Kok, a fishing boat in Aberdeen and a community centre in Sham Shui Po.
