Chinese defence minister Li Shangfu told US diplomatic veteran Henry Kissinger that Washington was to blame for poor bilateral relations. Li says relations have been “hovering at the lowest point” since the 1970s when Kissinger, who was then-US president Richard Nixon’s national security adviser and secretary of state, played a key role in establishing formal diplomatic ties.
