Mother of murder victim Poon Hiu-wing pleads with Hong Kong, Taiwan for swift transfer of suspect

The February 2018 murder of Poon Hiu-wing in Taipei prompted the Hong Kong government to propose a controversial extradition bill the following year in a bid to send Chan Tong-kai, the pregnant woman’s former boyfriend and suspect in her killing, back to Taiwan to face trial. But rather than a narrow legislative measure to pave the way for a handover in this one case, city officials tabled a bill that would have allowed extradition to other jurisdictions including the Chinese mainland. Concern about the broader implications of the bill sparked months of sometimes violent unrest, even after the government withdrew its proposal. 

In October 2020, speaking with the South China Morning Post on condition of anonymity, Poon’s mother said she continues to push for justice for her daughter. She urged the Hong Kong government to help liaise with Taiwan authorities to arrange for Chan’s return to Taiwan now that he has agreed to go back and face charges.
