How Hong Kong's chief executive will improve the housing situation

Chief executive CY Leung pledges the administration will provide more opportunities for lower-middle income citizens to become homeowners. He suggests launching a pilot scheme for "green form" applicants - mostly public rental housing residents - to buy flats built by the Housing Authority which were originally intended as public rental homes.
