Philippine President Rodrigo Duterte took Hong Kong by complete surprise on Thursday when he made a full public apology for the Manila bus hostage crisis that left eight Hong Kong tourists dead nearly eight years ago. This is a gesture which his predecessor Benigno Aquino had declined to make.
