Cleaners, security guards and property management staff are often the first to deal with lost, injured or distressed animals. Yet many receive little or no training in animal welfare or even the basic protections animals have under Hong Kong law. Some may not realise their mistake until they are sentenced to jail.
Just as frontline workers are taught workplace safety, they should also receive basic guidance on handling animals humanely and legally. A frightened bird or stray cat should never lose its life because of panic or a poor decision.
While education may not prevent every tragedy, it can significantly reduce many of them before they occur.
