Exclusive | Open University’s Zhaoqing campus to nurture talent, create job opportunities for Hong Kong’s youth, financial secretary says
- The Open University of Hong Kong’s Zhaoqing campus expects 4,000 students in the first four years, rising up to 10,000 in the future
- Over 4,660 Hong Kong companies have a presence in Zhaoqing as of 2019, representing 83 per cent of all foreign firms in the bay area city

The Hong Kong government will fully support universities and higher education institutions looking to follow the Open University of Hong Kong’s recent move to expand in the Greater Bay Area, which will help to nurture talent and create job opportunities, said Financial Secretary Paul Chan Mo-po.
The Open University in April signed an agreement with Zhaoqing Municipal Government and Zhaoqing University to establish a campus in the bay area city, which Chan described as a “significant milestone of talent exchanges and nurturing in the bay area”.
The new campus, occupying an area of 2,500 acres, will adopt English as the teaching medium for major professional programmes. While the university has not yet set a launch date, it expects to enrol 4,000 students in the first four years, eventually rising to 10,000 students, the same capacity as Hong Kong.
