Hong Kong Chief Executive John Lee Ka-chiu has again defended the government’s decision to shelve plans to charge for household waste in the face of dwindling landfill space. Reflecting on his second year in office, the city leader said the policy was formulated by previous administrations and officials in charge now were unable to support the policy’s “very low and unfulfilled” foundation.
