Who really decides China’s foreign policy?

Chinese President Xi Jinping has put together a team of top foreign-policy makers with substantial experience in handling the West, especially the US, in an effort to achieve China’s growing global ambitions.

But as the direction of China’s foreign policy is not only determined by its foreign minister, sometimes the interests of different factions of the government are not aligned – or even rival one another.
