China’s dominance in open-weight artificial intelligence faces a fresh challenge from Meta Platforms, whose renewed push into open-source models could lure away American customers anxious about looming regulatory restrictions in Washington, analysts say.
The US tech giant on Monday launched Muse Glimmer, a 30-billion-parameter open-weight model light enough to run locally on personal computers, while also announcing plans to release the weights of its latest flagship Muse Spark 1.2 model.
In a 6,500-word blog post published the same day, Meta CEO Mark Zuckerberg said the company would resume releasing open-source models with the goal of “delivering personal superintelligence to billions of people and small businesses”.
The releases positioned Meta directly against top Chinese open-weight models, offering a competitive performance without the geopolitical baggage, analysts said.
“Many American users and companies will prefer to build with American models if there’s a good open-source version,” said Kyle Chan, a fellow at the Brookings Institution. “They would prefer not to deal with compliance risk, reputational risk and other unknowns when it comes to Chinese models.”

Meta’s new offerings compete directly with top Chinese alternatives across both the flagship and lightweight tiers.
According to the Artificial Analysis Intelligence Index, Muse Spark 1.2, released last week with an undisclosed parameter count, sits between Anthropic’s Claude Sonnet 5 and OpenAI’s GPT-5.6 Terra in overall capability.
While the Meta model trailed Moonshot AI’s Kimi K3, it outperformed Zhipu AI’s GLM-5.2, providing similar top-tier capabilities to leading Chinese options “with the extra advantage of being ‘not Chinese’”, Chan said.
Meanwhile, the lightweight Muse Glimmer offered “strong intelligence” for its compact footprint, effectively matching China’s 1-trillion-parameter Kimi K2.5 launched in January, Artificial Analysis said on Monday.
The developments come amid intense debate in Washington over the rapid rise of cost-efficient Chinese open-weight models, which have become an appealing choice for global enterprise customers eager to cut AI expenditure.

The growing adoption of Chinese models has led US frontier labs to warn of dangerous shifts in global AI leadership, with Washington reportedly considering restrictions on foreign open-weight AI models.
But while no restrictions have been enacted as of yet, Meta is betting that anxieties about compliance will push enterprise customers away from Chinese options.
Zengyi Qin, multi-modal agent evaluation lead at Meta Superintelligence Labs, wrote on social media on Tuesday that major US businesses such as banking giants “will be switching to US open models due to compliance”, adding that open-source “economics and ecosystem need to be re-evaluated” following Meta’s moves.
While US tech giants have rallied behind open-weight models and warned against restrictions, there had been few frontier US open-model providers, said Mark Witzke, a non-resident scholar researching US-China tech policy at the University of California, San Diego.
“If there were more US options like these for users seeking open-weight models, it might make the Chinese ones that face regulatory uncertainty less attractive,” Witzke said.
Meanwhile, policymakers in Washington pledged support for American open-weight AI after accusing leading Chinese labs of intellectual property theft last month.
Michael Kratsios, science and technology adviser to US President Donald Trump, said the administration was “excited to see labs across the US ecosystem continuing to invest in open, accessible AI”.
However, user adoption would ultimately hinge on model performance, said Tilly Zhang, a technology and industrial policy analyst at Gavekal Dragonomics. If Meta’s models failed to deliver a technical edge, then Chinese open-weight competitors would remain tough to beat in market adoption.
Meta’s team also remained confident about its compute advantage, in contrast to Chinese labs, which face chronic hardware shortages due to US chip export controls.
“Muse Spark will eventually be better than the Chinese open models given the order of magnitude, more compute and better data,” Meta’s Qin said.
