They stretched their lead at the top of the standings to four points over second-placed Bloomberg Hong Kong Scottish.
At Sports Road, Scottish were held to a 30-30 draw by a resurgent Natixis HKFC, both sides scoring three tries apiece. Last Saturday HKFC shocked HKCC 16-8.
Although both HKCC and Valley boasted dangerous sets of backs, neither side could make much headway, with defence the key.
Valley head coach Jack Isaac lamented his side's poor execution as one of the main reasons for losing for the second time to HKCC this season. In the opening round, HKCC defeated Valley, also by a three-point margin, 12-9.
"We lacked composure at times and made a lot of small errors," said a frustrated Isaac. "Playing the leaders is always a tough game and we had to up our game to stand a chance of beating them, but unfortunately we didn't do it.
