Professor Bert GEORGE is making waves in public administration. As a distinguished member of the Department of Public and International Affairs (PIA)at City University of Hong Kong (CityUHK), he has had an extraordinary 2024-2025. His groundbreaking work, spanning research, education and policy, is transforming public administration on a global scale.

This year, George’s expertise on strategic planning took centre stage in Rome, where he was invited to speak at the Italian Ministry and Department of Public Administration. His research inspired Italy’s newly formulated national guidelines for strategic planning in the public sector, adding Italy to a list of countries including Belgium, the Netherlands, the US and Finland that have used George’s work in public sector reform. It is an achievement that highlights the wide impact of his work.

George is fostering collaboration among scholars and practitioners. He has established a permanent study group on Strategizing and Entrepreneurship for the Common Good at the International Research Society for Public Management, the leading global association in the field.

His accolades speak volumes about his influence. For the second consecutive year, George was ranked fifth in the world in Public Administration by ScholarGPS, making him not only the youngest scholar at the top but also the highest-ranked researcher in Asia. 
Stanford’s prestigious top 2 per cent scientists list also recognised him for a second year, alongside a sixth-place ranking in Greater China for Political Science and Public Administration.

Further cementing his global impact, George collaborated with the OECD to assess Latvia’s education system, leading to the creation of an institutional capacity measurement tool. This innovation caught the attention of UNESCO and was featured in its Global Education Monitoring Report.
Through his research, outreach and teaching, George continues to inspire and redefine excellence in public administration, leaving an indelible mark on both academia and practice.
