Openness is the catchword of China’s interface with the rest of the world. It is reflected in Beijing’s choice of Shenzhen to host the Apec leaders’ meeting next year. Announcing the decision, President Xi Jinping summed up the credentials of Hong Kong’s neighbouring city: “Shenzhen has transformed from a backward fishing village into a modern international metropolis in just a few decades. Together with surrounding areas, it forms the Guangdong-Hong Kong-Macau Greater Bay Area … a growth pole of the world economy.”

Shenzhen’s development into a powerful innovation hub with a population of 18 million, in the face of a trade and tech war, speaks for itself. Its selection to host the Asia-Pacific Economic Cooperation forum is a major confidence booster for the Greater Bay Area, which is pivotal to Hong Kong’s future. Analysts say this also reflects Beijing’s “resolve to uphold openness”. Zhu Feng, executive dean of Nanjing University’s School of International Studies, says it demonstrates the integration of China’s development with the global economy under reform and opening up. The message could be amplified if US President Donald Trump attends the meeting.

On the sidelines of this year’s Apec leaders’ meeting, Xi and Trump reached several agreements to ease obstacles and improve bilateral relations. That took just 100 minutes of face-to-face talks.

To be sure, that followed many hours of intensive lead-up negotiations between senior officials, but the ultimate decision-makers are the two leaders. There is no substitute for direct communication between them.

Such face-to-face meetings are critical stabilisers for the world’s most important bilateral relationship, with mutual respect and understanding as the foundation. There is an argument that if the leaders of China and the United States could have more frequent meetings, there would be less chance of relations veering off script or being derailed by some unforeseen incident.

It is therefore good to learn from the Xi-Trump summit that they could be meeting four times in 2026. This arises from a US pledge to support China’s hosting of the annual Apec meeting, and China’s support for the US hosting the G20 summit. It is common for heads of state to participate in such meetings, so Xi and Trump could meet on the sidelines of both. Trump is already expected to visit China in April and he says Xi has also agreed to visit the US in 2026.
