Four more premium taxi service fleets hit the streets on Monday after securing full licences from authorities.
The Transport Department said it had granted full taxi fleet licences to four firms, allowing them to operate for five years.
“The four fleets officially commenced services [on Monday],” a spokesman said.
The four fleets are run by Big Boss Taxi Company, CMG Fleet Management, Sino Development (International) and Tai Wo Management.
Sino Development’s Big Bee fleet is offering a mixed taxi service, while the other three will only operate urban cabs.
BigBee is already operating 208 taxis, with another 84 vehicles awaiting permits from the department. The fleet also has about 280 drivers and another 400 in training.
But the figures remained a far cry from the fleet’s goal to have 1,000 vehicles and 2,000 drivers as outlined in its tender document.
Tony Kwok Tung-lung, a consultant with Sino Development, said the company was confident about meeting its driver headcount target.
“BigBee is backed by the Taxi Drivers and Operators Association, so we have no difficulty in getting drivers,” he said, without specifying a timeline.
The premium fleet comprises three types of cars, with their mainstay “Big Bee” vehicle able to transport up to six passengers and six to eight pieces of large luggage.
The service will also offer the “Small Bee”, which can carry four people, while a wheelchair-friendly version is available for an additional HK$120 (US$15.2) on top of the meter price.
All vehicles are able to accept e-payment options including UnionPay, Mastercard, American Express, Visa, BoC Pay, Alipay, WeChat Pay and PayMe.
Alipay is operated by Ant Group, an affiliate of Alibaba Group Holding, which owns the South China Morning Post.
The fleet operator said it differentiated itself from its competitors by “focusing on drivers’ interests” as it had hired a social worker to help drivers manage their emotional health, and was also providing training to cabbies to help them deal with conflicts.
Earlier this month, SynCab received the same licence to offer premium taxi services in the city.
The premium fleets charge higher fares than regular cabs and are part of a push to raise standards in an industry struggling with a reputation for poor service and bad practices.
Taxi industry veterans have said they hope the premium fleets will help fend off competition from ride-hailing platforms, such as Uber, as the government presses ahead with plans to regulate such services as early as the first half of 2026.
The Transport Department spokesman said all taxi fleets were required to provide ride-hailing services through their own mobile apps or other online channels.

The fleets must also provide customer service for handling complaints and inquiries, multiple e-payment options, and be equipped with safety devices such as dash cameras and driver monitoring systems.
The fleets will be allowed to sport their own designs and markings on the taxis, and will have certificates on their windscreens.
The department granted temporary licences to operators in July last year and said the five fleets would provide more than 3,500 taxis in total.
To receive complete licences, fleets had to satisfy authorities that they were ready to launch their services after the trial phase.
Joie, a subsidiary of major taxi firm Tai Wo Management, began operating in March with 480 taxis. The operator previously said it aimed to eventually expand the fleet to 800 cabs, including 100 vehicles that could serve passengers in wheelchairs.
The company’s fleet would comprise Maxus Mifa 7 electric vehicles and Toyota Noah and Toyota Comfort Hybrid cars, all in orange, it said.
CMG’s premium fleet, named Amigo, earlier told the Post that it would have a fleet of 1,000 taxis, including six-seater electric vehicles. Its Maxus Mifa 7 electric vehicles and Toyota vehicles are mostly light pink with blue ribbons.
Big Boss Taxi said it would launch a full service this month with 30 six-seater taxis first, including premium cabs. The full fleet would comprise 300 vehicles, with its premium GAC E9 taxis to come in black and the regular taxis in red, it added.
Big Bee earlier said it would run a 1,000-strong fleet of Geely Farizon and Kaiyi X3 Pro electric vehicles in yellow and red, while SynCab has launched with 160 cabs and hopes to increase the number to 5,000 in five years.
Authorities have set aside about 80 taxi fleet stops at 13 locations across the city, including major border-crossing transport stations from the West Kowloon high-speed rail terminus to the airport, as well as tourist spots such as Hong Kong Disneyland and Kai Tak Cruise Terminal.
