Hong Kong’s public quick chargers for electric vehicles (EVs) are unevenly distributed across the city’s 18 districts, government figures show, raising concerns about whether the supply is sufficient to support local development goals.
According to a recent written reply by environment minister Tse Chin-wan to the Legislative Council, 10,401 public chargers had been provided by the government and the private sector as of the end of last December.
According to the reply, 1,744 were quick chargers with a rated output power of between 20 and 99 kilowatts.
Another nine were fast chargers, meaning they had a rated output power of 100kW or above.
In terms of the supply of quick chargers, the lowest numbers were seen in Tai Po, North and Islands districts – standing at 33, 44 and 52, respectively.
In comparison, Sha Tin, Kwun Tong and Yau Tsim Mong had the largest number of quick chargers at 229, 207 and 187, respectively.


Most of the 18 districts did not have any fast chargers. Tsuen Wan had the most, at four, followed by Yau Tsim Mong and Wong Tai Sin, with two each, and one in Wan Chai.
Tse said authorities aimed to support about 160,000 EVs in Hong Kong and further expand the city’s charging infrastructure to meet demand by encouraging the private sector to install 3,000 fast chargers by 2030 through a HK$300 million (US$38.7 million) incentive scheme.
Applications for the scheme will open in mid-2025, with each candidate eligible for a subsidy of up to HK$20 million, at HK$100,000 per charger installed.
“We are finalising the implementation details of the scheme, which is expected to be launched and start accepting applications in mid-2025,” Tse said. “All the fast chargers are expected to be progressively put into service from 2026 to the end of 2028.”
In last year’s policy address, city leader John Lee Ka-chiu vowed to install about 200,000 EV chargers in parking spaces under the government subsidy scheme by mid-2027.
But the uneven distribution of quick chargers came under the spotlight after the Consumer Council said in January that it had received 179 complaints concerning EVs and charging services last year.
The consumer watchdog also noted that the more recent cases in the tally involved complaints ranging from unclear fee instructions for charging cars to insufficient space at facilities.

At the time, the council pointed out that it had received an increasing number of complaints about charging stations in particular, noting demand for the service had grown in the city due to EV-related tax concessions and government subsidies.
Under the city’s coming incentive scheme, applicants must arrange land and electricity supply on their own and bear the relevant costs of installing the charging stations.
The charging spots should be located in parking spaces or other designated areas, such as locations outside shopping malls and commercial or industrial buildings that are open for public use at least 14 hours a day.
Candidates can apply for multiple locations, but each application must lead to the installation of at least five chargers.
Successful candidates are required to submit compliance reports certified by a registered professional engineer upon the installation of fast chargers.
Ringo Lee Yiu-pui, honorary life president of the Hong Kong, China Automobile Association, called for authorities to put in place a one-stop service to speed up the installation of charging stations.
He argued that a prerequisite for greater EV adoption was a sufficient supply of easily accessible chargers.

“If there is no charging station near your home, you’ll have no desire to buy an electric car,” he said. “It’s vital for the government to take the lead in rolling out a one-stop service to speed up and simplify the process of installing charging facilities.”
Lee said the government should also provide more incentives for companies to install charging facilities in remote districts.
“The government could give them higher priority when vetting the applications for the fast charger subsidies,” he said.
Alex Hung Man-ching, founding chairman of the Hong Kong New Emerging Technology Education Association, said the city was lagging behind mainland China in terms of the availability of fast chargers.
He added that the government should introduce more fast-charging facilities in remote districts to cater to owners’ needs.
“Those living in the remote districts have a greater need to charge their vehicles, as they usually travel long distances and so they need more fast-charging facilities,” he said.
“The government should supply charging stations at roadsides to make things more convenient for EV owners, and it could stipulate that there should be a certain number of fast chargers at new buildings.”
