Residents of the Northern Metropolis, Hong Kong’s future mega township near the border with Shenzhen, can expect bigger living spaces and improved access to recreational areas, according to the city’s finance chief.
Financial Secretary Paul Chan Mo-po also said the government would make the border town a place “suitable for living, working, studying and leisure”, as part of a wider effort to develop Hong Kong as a “liveable city”.
In his weekly blog post on Sunday, Chan added that the Northern Metropolis was expected to “become a new engine for Hong Kong’s future economic development”.
“We hope to take advantage of the Northern Metropolis development to gradually enhance the living and spatial environment for residents,” he wrote.
“For residential flats built [there], the size configuration of public housing is being optimised, and the minimum size requirements for private housing units are also being raised.”
Flat size configurations refer to the layout and number of rooms in a flat.
For public open spaces, Chan said the standards in the Northern Metropolis would represent an increase of about 30 per cent over the current citywide standard, reaching 3.5 square metres (37.6 sq ft) per capita.
“We believe that the Northern Metropolis development will also create more favourable conditions for the renewal of older urban areas,” he added.

Under the megaproject, 30,000 hectares (74,132 acres) of land near the city’s border with Shenzhen will be transformed into a hub that includes innovation and technology business parks, housing estates and a university town.
The plan also includes a wetland conservation park, with the first phase scheduled for completion in 2031, as well as the Robin’s Nest Country Park.
Construction of the new town has begun, with more than 520 hectares of land reclaimed by the government and about 120 hectares levelled so far.
“Over the next five years, the Northern Metropolis will provide more than 70,000 housing units and one million square metres of economic floor space,” Chan said.
“Looking ahead to the next decade, it will see the completion of around 240,000 housing units and more than 10 million square metres of economic floor space.”
Economic floor space refers to the building area used for income-generating activities such as offices, retail shops, manufacturing, trade and services.
Chan added that the government adopted the “15-minute neighbourhood” concept when planning the Northern Metropolis, enabling residents to meet most daily needs within a 15-minute walk or bicycle ride.
He also pledged that the government would continue to advance Hong Kong’s progress towards becoming a more liveable and competitive city.
“This is also a key topic in the ongoing public consultation for Hong Kong’s five-year plan and the chief executive’s policy address,” Chan said.
