Hong Kong’s leader has pledged to improve residents’ livelihoods through long-term strategies in the city’s first five-year plan, with concrete measures to be set out in the coming policy address.
Chief Executive John Lee Ka-chiu said on Sunday that the administration would continue to uphold its people-oriented governance philosophy, focus on residents’ needs and push Hong Kong forward.
Lee will unveil Hong Kong’s first five-year plan and deliver the annual policy address on September 16. Lee said the arrangement would help the public understand how the two documents complemented each other.
“Hong Kong’s first five-year plan will enhance residents’ livelihoods and well-being through long-term development strategies. Meanwhile, the policy address will annually roll out concrete improvement measures on housing, livelihoods, medical care and other areas,” he said in a Facebook video.
Lee added that the government had consulted the public on the two documents over the past two months.
“We will consolidate views and incorporate them into our planning and policies to promote sustainable economic development, improve livelihoods, and join hands to create new opportunities in Hong Kong,” he said.

The video on Lee’s social media page also featured interviews with residents, who shared how various government initiatives had helped their families.
A subdivided flat tenant, surnamed Ng, who has used services at a community living room project, said the centre had helped her son, who has special education needs, improve his language skills and boost his confidence.
According to the video, since the scheme launched in 2023, the city’s 16 community living rooms have served about 9,000 subdivided flat households and recorded close to 2.2 million visits.
A working parent surnamed Cheung said the government’s School-based After-school Care Service Scheme had helped his daughter revise and take part in different extracurricular activities over the summer.
The scheme was expanded after the government lifted the service quota cap in the 2025 policy address. In the 2025-26 academic year, schools taking part offered more than 10,000 places to families.
A representative of ethnic minority care teams said members would proactively reach out to such families to share the latest government information and understand their needs.
The video noted that the city had 12 ethnic minority care teams. They had contacted about 18,000 ethnic minority households and conducted around 10,000 family visits.
Another resident shared how she had developed a habit of regular exercise and managed her high blood pressure through health initiatives.
More than 260,000 residents have taken part in the Chronic Disease Co-care Scheme, which provides convenient screening services for eligible residents.




Sze Lai-shan, deputy director of the Society for Community Organisation, said the coming policy address and five-year plan should prioritise poverty alleviation and protect employment opportunities for low-income residents.
“The government focuses on rewarding those who are unemployed and subsequently find a job. It should also explore ways to help jobseekers,” she said.
Sze suggested subsidising jobseekers and relaxing the asset limits for social security recipients to encourage the underprivileged to save.
She also urged the government to continue expanding existing social services, such as widening the network and extending the operating hours of the School-based After-school Care Service Scheme to enable more parents to take up employment.
Sze added that the administration could expand the community living room network by using communal centres or schools, while care teams should focus on identifying high-risk households, such as low-income seniors with serious illnesses and people recovering from mental illness.
On Saturday, Lee said the two documents would promote steady economic development, attract more global firms to the Hong Kong park of a cross-border innovation and technology hub, and build the city into an international tertiary education hub.
