The city yesterday saw the appointment of another administrative officer as its chief of customs, rather than the promotion of a senior officer from within the ranks of the disciplined service.
Former broadcasting director Roy Tang Yun-kwong who, in his 28 years in the administration, never worked in the Customs and Excise Department, succeeded Clement Cheung Wan-ching as customs commissioner with immediate effect.

Cheung became secretary for the civil service last month in an abrupt ministerial reshuffle.
The government said the State Council in Beijing approved Tang’s appointment yesterday based on Chief Executive Leung Chun-ying’s recommendation.
In the same statement, Cheung described Tang as “a seasoned administrative officer with rich experience in public administration”.
“I have every confidence that he will serve the community with professionalism in his new capacity and rise to the challenges ahead,” he added.

Since 1999 the top customs post had been filled by administrative officers, and the latest announcement was met with disappointment among customs staff.
Customs Officers Union chairman Chan Ming and Association of Customs and Excise Service Officers’ vice-chairman Bernard Lee Kwan-kit noted the government had again decided against selecting for the top position either the department’s deputy commissioner or his four assistants.
“We always believe there are colleagues capable of [heading the department], but issues in the system and bureaucracy made it impossible at this stage,” Lee said.
Similar to this appointment, Tang lacked experience in broadcasting when he arrived at RTHK in 2011.
