A Hong Kong construction worker has been remanded in custody pending sentencing after pleading guilty to tossing 59 pieces of paper bearing seditious messages from his public rental flat in 2024 and last year.
Raymond Wong Chan-fai, 55, was detained on Thursday morning by police’s National Security Department. He was escorted to West Kowloon Court in the afternoon, where he pleaded guilty to two counts of doing an act with seditious intention under the Safeguarding National Security Ordinance.
The court heard the defendant wrote offensive messages that called for the murder of police officers, judges and mainland Chinese, whom he described using derogatory language.
He also advocated Hong Kong’s liberation and the defeat of communism while urging others to boycott last year’s Legislative Council election, according to prosecutors.
Kwun Tong district councillor Hsu Yau-wai first reported the case to police after picking up 41 papers bearing slogans on the podium floor of Lai Tat House at On Tat Estate on October 2, 2024.
The messages urged others to kill police to avenge “comrades”. Others depicted judges as dogs and suggested mainlanders did not deserve to die peacefully.

A National Security Department sergeant later retrieved another paper that said communism had destroyed Hong Kong, but the force was unable to identify the offender on that occasion.
On December 5 last year, a property manager at the estate discovered a pile of papers scattered in the same area, which bore the message: “Liberate Hong Kong, do not vote”.
Police later determined that two of 17 papers seized carried the fingerprints of Wong, who had 13 previous convictions.
Upon his arrest at his 12th-floor flat on April 21 this year, he said: “I understand. Those papers were thrown by me.”
During his 34-hour detention, Wong told police that he wanted to show his discontent with the government by urging others to shun the Legco election. He also said he despised mainlanders for taking away jobs from locals.
Police released him on April 22 before charging him on Thursday.
Principal Magistrate Don So Man-lung adjourned sentencing until June 9 pending background and psychological assessments of the defendant.
He dismissed Wong’s bail application and said immediate imprisonment was inevitable given the nature of the charges.
The court asked social workers to contact Wong’s 16-year-old daughter, his sole family member, to determine whether she needed assistance from authorities. The court heard that she was ill and absent from school at the time of Wong’s arrest.
A police statement said Wong’s messages provoked hatred, contempt or disaffection against mainland China’s fundamental system, Hong Kong’s constitutional order and local authorities.
Sedition carries a maximum sentence of seven years behind bars under the ordinance, which was enacted in March 2024 as required by Article 23 of the Basic Law, the city’s mini-constitution.
