2 ex-project managers in Hong Kong face fraud charges in fake quotes case
Yip Hing-fai, 45, and Wong Chun-tung, 43, oversaw projects for ATAL Engineering, founded by the husband of city’s ex-justice secretary

Two ex-project managers of an engineering company founded by the husband of former Hong Kong justice secretary Teresa Cheng Yeuk-wah have been charged with fraud over HK$6.3 million (US$808,820) worth of maintenance orders for sewage treatment facilities.
The Independent Commission Against Corruption (ICAC) said on Wednesday that Yip Hing-fai, 45, and Wong Chun-tung, 43, had been charged the previous day with multiple counts of fraud. They were released on bail and are set to appear in Eastern Court on Thursday.
The pair previously worked for Hong Kong-listed ATAL Engineering, which was set up in 1977 by Cheng’s husband, Otto Poon Lok-to, and continues to list him as “founder and executive director” on its website.
Headquartered in Hong Kong, ATAL maintains offices in mainland Chinese cities including Beijing and Shanghai as well as in Essex, England.

ATAL had been contracted by the Drainage Services Department to operate and maintain sewage treatment facilities across various districts in Hong Kong, according to the ICAC.
