John Lee vows ‘systematic framework’ to align Hong Kong with nation’s blueprint
In a social media post, chief executive says all officials must have ‘reform mindset’ to ensure Hong Kong’s five-year plan proceeds towards its goals

Hong Kong’s leader John Lee Ka-chiu has pledged to establish a “systematic policy framework” to align development goals with mainland China’s 15th five-year plan, aiming to formulate the city’s own blueprint by the end of the year.
The chief executive made the remarks during a steering group meeting on Thursday convened to discuss Hong Kong’s participation in the nation’s five-year plan, which will guide the mainland’s economic and social development from 2026 to 2030.
Lee brought up his proposal to set up a task force to plan the city’s first-ever five-year blueprint.
“At today’s meeting, I emphasised that I will lead the government in constructing a systematic policy framework to proactively align with the nation’s 15th five-year plan,” Lee said in a social media post.
“We will make more comprehensive, more precise and more detailed strategic deployments in key areas to promote Hong Kong’s better integration into the overall national development.”
