Hong Kong suspended morning classes on Thursday after the city’s weather forecaster issued a red rainstorm warning, which was lowered to amber in less than two hours.
The Observatory issued the red warning at 7.40am. It was replaced by the amber signal at 9.25am, before being cancelled less than an hour later.
The Drainage Services Department said it had activated its emergency control centre after the red rainstorm signal was issued and had dispatched 90 response teams to inspect about 240 locations prone to flooding.
It added that it had recorded four cases of flooding by noon. The affected areas consisted of sections of Castle Peak Road and Fu Yung Shan Road in Tsuen Wan, Tsing Tsuen Road near Tsing Yi MTR station and Tong Fong Tsuen in Yuen Long.
All blockages were cleared within two hours, with all affected roadways quickly restored to normal operations, the department said.
The Education Bureau said students attending morning and whole-day schools were not required to go to class while the red warning was in force.
Schools should nevertheless keep their premises open to care for students who had already arrived, the bureau added.
Authorities earlier said that afternoon classes would proceed as usual if the warning was downgraded to amber or cancelled at or before 10.30am.


The Observatory warned that further rainfall could cause, or might have already caused, serious road flooding and traffic congestion, and urged residents to take necessary precautions.
It also advised the public to stay away from watercourses, as heavy rain could trigger flash floods.
The forecaster said an active southwesterly airstream would bring showers – heavier in some areas – and thunderstorms to the coast of Guangdong on Thursday and Friday.
It added that the local weather would remain unsettled for the rest of this week and early next week under the influence of a broad trough of low pressure.
The forecaster said that showers would be heavy at times at first on Friday and that it would issue relevant rain warnings when necessary. It reminded the public to pay attention to the latest conditions before going to work or school.
Conditions will turn drier only in the middle to latter parts of next week, when an anticyclone aloft covers Guangdong, bringing very hot daytime weather to the region.
According to the latest nine-day forecast, temperatures will reach as high as 33 degrees Celsius (91.4 Fahrenheit) from next Wednesday onwards.
