Hong Kong’s City University (CityU) has launched an investigation after a video surfaced showing a half-naked man carrying a woman wearing only a bra and shorts during a student-led orientation event.
The university issued a statement on Wednesday stressing “zero tolerance” of improper conduct after the clip appeared online showing the behaviour during a disco-themed party.
The clip has since been removed from Instagram, where it was first posted, but continues to circulate elsewhere on social media.
The event’s organiser – the management sciences society under the CityU Students’ Union – apologised for the incident and acknowledged that some participants had behaved inappropriately.
The society said the incident had taken place on the evening of August 27, the first day of its three-day orientation programme.
“Our members urged and reminded participants to avoid misconduct during the activity, but we failed to prevent the acts in a timely manner,” it said in a statement posted on social media.
“We bear full responsibility for failing to manage and monitor the event scene well.”
The society said it would cooperate with the investigation by the Students’ Union and the university, adding that it was willing to accept disciplinary arrangements made according to established procedures.
At a special meeting on Wednesday, the Students’ Union Council passed a no-confidence motion that dissolved the society’s executive committee.

The university expressed “grave concern” over the “serious mismanagement and inappropriate behaviour by certain individuals” at the event.
“We are also deeply concerned about the unnecessary disturbance experienced by participating students. A student discipline panel has been established without delay,” it said.
CityU added that the university maintained a “zero-tolerance” policy towards any improper conduct and would take disciplinary action according to the seriousness of the incident.
“The purpose of orientation activities is to help new students understand university life and prepare for their academic studies and growth,” it said.
“Any conduct that deviates from this purpose, undermines student dignity or damages campus culture will not be tolerated.”
The university cited its policy requiring all organisations hosting orientation activities to undergo anti-sexual harassment training and comply with institutional guidelines.
According to the Students’ Union website, the management sciences society serves undergraduates studying business decision analytics and global operations management.
Public concern over university orientation activities has risen in recent years following media reports of suspected sexual harassment during such events.
In 2023, a second-year student at the University of Hong Kong was arrested and charged with groping a first-year student at an orientation event, but was later acquitted by a court.
There were also reports that some students played kissing games during a Lingnan University orientation event, while allegations of rape and voyeurism arose at an event held by the Education University of Hong Kong in the same year.
