China is building a mega science infrastructure that could add fuel to the global maritime power race: a floating artificial island engineered to withstand nuclear blasts.
This 78,000-tonne, semi-submersible twin-hull platform is the world’s first mobile, self-sustaining artificial island.
With a displacement rivalling the People’s Liberation Army Navy’s new Fujian aircraft carrier and the capacity to house 238 occupants for four months without resupply, the facility will be able to project unprecedented power across contested oceans when it enters service in 2028.
But beneath its scientific veneer lies a rare nuclear-blast-resistant design that uses “metamaterial” sandwich panels to turn catastrophic shocks into gentle squeezes, according to scientists involved in this project.
Why would a scientific facility need to withstand a nuclear blast?
“This deep-sea major scientific facility is designed for all-weather, long-term residency,” wrote the team led by Professor Yang Deqing with Shanghai Jiao Tong University (SJTU) in a peer-reviewed paper published in Chinese Journal of Ship Research on November 4.
“Its superstructure contains critical compartments that ensure emergency power, communications and navigation control – making nuclear blast protection for these spaces absolutely vital.”
Officially named the Deep-Sea All-Weather Resident Floating Research Facility and designated as a national major scientific infrastructure project in China’s 14th five-year plan, the facility – also dubbed a “far-sea floating mobile island” – comes after a decade’s research and planning, according to SJTU.


According to the university’s design contracts signed in December 2024 with China State Shipbuilding Corporation, the platform will measure 138 metres long and 85 metres wide (125 feet long and 279 feet wide), with a main deck rising 45 metres above the waterline.
Its twin-hull design allows it to operate in sea state 7 (rough seas with 6-9 metre waves) while surviving typhoons up to category 17 – the most powerfully rated tropical cyclones on Earth.
What makes this platform revolutionary is its mobility combined with permanence. Unlike fixed research stations or conventional vessels limited by fuel and supplies, this floating island can cruise at 15 knots while supporting over a hundred researchers conducting continuous deep-sea observations, testing next-generation marine equipment and exploring seabed mining technologies.
“We’re racing to complete the design and construction, aiming for operational status by 2028,” said Lin Zhongqin, an academician leading the project in an interview with Economic Information Daily in April last year.
The facility promises to become a “paradigm shift” in ocean science, offering real-scale testing capabilities that no laboratory or existing ship can match.
The facility’s intended operating areas potentially include disputed maritime zones such as the South China Sea.
While officially a civilian research platform, its design references GJB 1060.1-1991, a Chinese military specification for nuclear blast resistance, indicating planners are preparing for the worst-case scenario of nuclear attacks.
But the challenge is formidable, according to Yang’s team.


A nuclear explosion generates a supersonic shock wave that delivers a devastating combination of reflected overpressure and dynamic pressure.
Traditional protection relies on massive steel plates – thick, heavy and space-consuming. For a facility prioritising weight efficiency and interior volume, conventional armour is impractical.
Yang and his colleagues propose an elegant solution: a “sandwich bulkhead”.
It is a three-dimensional “negative Poisson’s ratio” corrugated tube structure – essentially a microscopic lattice of folded metal tubes arranged in a precise geometric pattern. This structure works like a magical sponge. When squeezed, it contracts inward, becoming denser and stronger.
But the real genius is what engineers call “quasi-static conversion”. When a nuclear blast hits conventional armour, the energy arrives as a violent spike – a hammer blow that peaks instantly then fades.
This new metamaterial structure, however, behaves like a sophisticated crumple zone. As the shock wave compresses the corrugated tubes, they fold in a controlled, sequential manner, spreading the impact over time and space.
Instead of a hammer blow, the structure experiences a steady, manageable push – what engineers describe as transforming a “dynamic” shock into a “quasi-static” squeeze.
Think of it like catching a fastball barehanded versus using a baseball glove.
The researchers optimised this design through thousands of computer simulations, determining that tubes with a 21.25-degree angle and 0.6-mm (0.02 inches) wall thickness provided the sweet spot: maximum energy absorption with minimal peak force.
The result is a sandwich panel just 60mm (2.4 inches) thick – about the width of a smartphone – that outperforms much heavier steel plates.
Under simulated nuclear blast loading equivalent to 177.83 kilopascals of overpressure – enough to level most buildings – the metamaterial sandwich bulkhead reduced maximum displacement by 58.53 per cent compared to conventional design.


The peak stress dropped by 14.25 per cent, keeping the structure within elastic limits and preventing permanent deformation.
Critically, the new design weighs slightly less than the conventional armour and occupies less space, solving the weight-volume paradox that has long plagued protective engineering.
The facility’s potential applications could extend far beyond pure research, according to some military observers.
Unlike land reclamation projects – which are permanent, environmentally controversial and diplomatically sensitive – a mobile floating island offers presence without permanence.
It can be deployed to contested waters for research, maintain a continuous presence and relocate as political situations evolve – all at lower cost and environmental impact than building artificial islands.
The facility could serve multiple functions as a resilient command node, a logistics hub or a surveillance station. Its 120-day endurance without resupply exceeds that of many nuclear-powered aircraft carriers, offering persistent presence in remote areas.
The reference to military blast standards in civilian design specifications suggests dual-use capability is being built in from the ground up.
The facility also represents China’s ambition to lead in “blue economy” technologies: deep-sea resource extraction, marine renewable energy and climate change research.
The South China Sea contains valuable mineral deposits and biodiversity that remain largely unexplored. A self-sustaining research platform could unlock discoveries impossible from shore-based labs or short-duration ship expeditions.
