Liu Ren, a central figure of a criminal group masterminded by Chinese tycoon Chen Zhi, has been extradited from Cambodia to China.
Chinese police recently escorted Liu from Cambodia back to China, the criminal investigation department of the Chinese Ministry of Public Security said in a statement on Wednesday.
The statement said Chen – who was extradited to China earlier this year and is accused by both Beijing and Washington of transnational fraud – directed Liu in 2016 to found a group called Jinbei that operated multiple online gambling platforms and aggressively lured Chinese citizens into gambling.
It said that since 2020, Jinbei Group had also operated telecoms fraud compounds in Cambodia and carried out large-scale telecoms and online fraud involving “extremely large amounts” of money.


Liu was also being charged with suspected illegal detention and intentional injury, and his case was under investigation, Chinese police said in the statement.
Cambodia arrested Chen and sent him back to China in January. He had been charged with fraud and illegal business operations, among other crimes.
Chen was born in China and later became a Cambodian citizen. In 2015, he founded the conglomerate Prince Group, a business expanded from real estate to banking and gambling. Chen’s Cambodian citizenship was revoked when he was handed over to China.
Countries including the United States and Britain have taken action against Chen and his conglomerate.
The US last year charged Chen with wire fraud conspiracy and money laundering. American law enforcement also seized about US$15 billion worth of bitcoin it said belonged to him.
Other countries across Asia, including Singapore and South Korea, have also seized assets or detained individuals tied to Prince Group.
In April, Cambodia extradited Li Xiong, another high-ranking member of Chen’s criminal syndicate, back to China, Chinese state media reported.
Li was a former chairman of the board at Huione Group, a subsidiary of Prince Group. He was accused of similar crimes, including fraud.
Chinese and Cambodian police had “vigorously eliminated” telecoms fraud compounds and scam dens and “effectively compressed” the space for such criminal organisations to survive and develop, the police said in the statement.
Cambodia has deported back to China more than 20,000 people suspected of telecoms fraud and homicide-related cases.
