China’s top espionage official has identified crushing Taiwan independence forces, technology theft, subversion and the defence of strategically important sea lanes as top priorities for the next five years.
State Security Minister Chen Yixin identified the issues in an article published in Study Times, the mouthpiece of the Central Party School, which gives ideological and administrative training.
In his assessment of international affairs, Chen noted the decline of a “unipolar hegemony”, an obvious but indirect reference to the United States.
He linked his assessment to a major policy meeting in October that set out the Communist Party’s latest five-year plan for the economy.


Without naming the United States, he said “unipolar hegemony” was becoming “increasingly unsustainable” as a result of “accelerating democratic transformation, economic decline and social fragmentation domestically”, and the “collapse of credibility, the decay of hegemony and the shattering of its legacy internationally”.
But he also warned that the external risks faced by China were increasing as “unilateralism and protectionism and the threats of hegemonism and power politics are … on the rise”.
In the article, Chen vowed to “strengthen bottom-line thinking and preparation for extreme scenarios”.
Listing political security as the top priority, he said “various hostile forces have never relaxed their strategies of Westernisation and division” with “new characteristics and changes” in their “infiltration and subversion activities”.
He also said the state security ministry would “crush all separatist activities aimed at Taiwan independence, and hit back at external interference to advance national reunification”.
Maintaining “freedom of navigation and the security of strategic sea lanes” was also a priority of China’s national security going forward, he said.
The ministry would also provide timely warnings of major economic and security risks, and crack down on economic espionage, including theft of secrets and “feeding them to the enemies”, Chen wrote in the article.
He also said the agency must strengthen its efforts to safeguard technological security and tighten protection of China’s innovations in key technologies.
“[We must] wage an intensive counter-espionage campaign with special attention for critical national technological assets, [and] rigorously prevent and combat foreign forces from stealing our core technologies and sensitive data with legal weapons.”
Chen further said that the ministry should put in more effort to safeguard the security of China’s strategic resources with better supervision, including better “export controls and security review mechanisms”.




He added that the ministry would provide “early warnings” to prevent “foreign theft of China’s key resources”, crack down on espionage and leaks, and ensure the security of food supply, energy resources, important industrial and supply chains, and major infrastructure.
China currently mines about 70 per cent of the world’s rare earth metals and holds 90 per cent of the global processing capacity, according to the US-based Centre for Strategic and International Studies.
The US relies heavily on these materials throughout the hi-tech supply chain and for making weapons.
US President Donald Trump threatened to slap additional tariffs on Chinese goods after Beijing announced a sweeping expansion of its rare earth export curbs in October – before halting them after Trump met President Xi Jinping at the end of the month.
Chen also said that the ministry would strengthen the protection of China’s overseas interests as “an important component of national development and security”.
