Tokyo is experimenting with a radically faster way of buying new weapons – picking a domestically built interceptor drone less than three months after launching the procurement process.
Analysts say this shift could help Japan respond more quickly to China’s expanding military capabilities.
The defence ministry’s Acquisition, Technology and Logistics Agency (ATLA) announced on Tuesday that it had signed a contract to buy Terra Drone’s Terra B1 system following competitive trials.
The decision marks the first time the ministry has used its rapid-acquisition approach to acquire drones. ATLA described the roughly three-month process as “unprecedented”.
Terra Drone said the B1 was the only system to pass the trials and that it would begin mass production. Delivery is planned for around September, with the Maritime Self-Defence Force expected to receive the system first.
The Tokyo-based company has drawn on experience from Ukraine, where other systems in its portfolio have been used to counter long-range attack drones. It has also acquired stakes in two Ukrainian interceptor-drone companies.
The Japanese authorities are seeking a more economical way of countering long-range, one-way attack drones than relying on conventional interceptor missiles.
In pursuit of this capability, ATLA evaluated proposals from 38 companies before selecting four finalists for trials in July: the Terra B1, Beyond Vision’s BVQ404, Quantum Systems’ QS Interceptor and DZYNE Technologies’ IonStrike.


While the value of the Terra B1 contract and number of units have not been disclosed, Masashi Murano, a senior fellow at the Hudson Institute, said he understood the ministry would initially acquire and operationally test a limited number.
The speed of the process was striking, according to Jeffrey Hornung, Japan lead at the Rand Corporation’s National Security Research Division.
“I am astonished by how quickly this has all transpired,” Hornung said, adding that in more than two decades following Japanese acquisitions, he could not recall a system moving through the process so quickly.
Hornung said Japan had lacked a cost-effective interceptor for unmanned systems. The Terra B1 would not “level the playing field” on its own, he said, but could help counter new threats posed by China.
Tokyo is drawing broader lessons from the war in Ukraine, where inexpensive drones and rapidly evolving counter-drone technologies have become central to high-intensity warfare.
Japan’s latest defence white paper placed greater emphasis on unmanned systems as part of the “new ways of warfare” for which Tokyo must prepare. It also described China’s external stance and military activities as the country’s “greatest strategic challenge” while highlighting Beijing’s accelerating development of AI-enabled unmanned systems.
In this context, Murano called the new rapid acquisition process a “groundbreaking step”, saying modern forces needed systems that could be produced at scale while remaining adaptable as adversaries developed countermeasures.
The ability to quickly incorporate battlefield lessons into weapons, tactics and operational concepts – sustaining a “rapid innovation cycle” – would be “critical to victory”, he added.


The circumstances surrounding the Terra B1 selection, however, make it unclear how readily the three-month timeline can be applied to future acquisitions.
A source familiar with the procurement process said the solicitation requirements had been narrowly defined, creating the impression that the competition had been designed around the domestically produced Terra B1 from the outset.
Meanwhile, Murano said questions remained over whether the ministry could move as quickly when confronted with a “genuinely new and unforeseen challenge”.
That caution was shared by Yoshihiro Inaba, a defence expert and Japan correspondent for the Naval News website, who said the rapid approach was particularly suited to counter-drone systems and relatively inexpensive unmanned aircraft. More sophisticated weapons, however, required greater engineering expertise, technology, manpower and funding.
“As a result, it is unlikely that every type of weapon system can be developed and manufactured within a short time frame,” Inaba said.
Hornung also cautioned against treating the B1 process as a model for all future acquisitions, but said it set an important precedent for newer technologies and Japan’s willingness to accept greater risk.
Tokyo was increasingly turning lessons from Ukraine into tangible capabilities for a potential conflict in Northeast Asia, he said, making it harder for Chinese military planners to be confident of success should hostilities involve Japan and the United States.
