China has sanctioned Philippine Defence Secretary Gilberto Teodoro Jnr, according to the Chinese foreign ministry.
Beijing said on Thursday that Teodoro had repeatedly made erroneous remarks against China, undermined China’s legitimate interests and damaged bilateral relations.
“To uphold China’s national sovereignty, security, and development interests, the Chinese side has decided to ban Teodoro, his spouse and his child from entering the Chinese mainland, Hong Kong and Macau,” the ministry said.
“Organisations and individuals within China are prohibited from engaging in any transactions, cooperation or other activities with Teodoro, his spouse and his children.”
Relations between the two countries have long been frayed by disputes in the South China Sea but have worsened in recent weeks with the announcement that Tokyo and Manila will embark on maritime border talks over waters east of Taiwan.
Beijing views the talks to define the exclusive economic zones and continental shelf boundaries as a threat to its sovereignty over the disputed waters east of Taiwan.


Last week, Beijing singled out Teodoro for criticism after he said the Philippines remained under “severe threat territory-wise and politically, too, by China”, calling on Manila to take action to prevent “a few clowns” from sabotaging bilateral ties through repeated political theatrics.
In an interview with Reuters on the sidelines of the Shangri-La security forum in Singapore, the defence secretary said China had also failed to show genuine good faith on a sustained basis.
Beijing said this showed a lack of gratitude for Chinese aid. China had reportedly offered fertiliser and fuel to the Philippines to help ease shortages induced by the Middle East crisis.
Also at the Shangri-la Dialogue, Teodoro said China remained the biggest obstacle to efforts to conclude a long-negotiated code of conduct for the South China Sea.
China’s decision to sanction such a senior foreign official is unusual.
In August 2022, Beijing sanctioned Agne Vaiciukeviciute, Lithuania’s then vice-minister of transport and communications, following her official diplomatic visit to Taiwan. Beijing also suspended all forms of cooperation with her ministry.
Tensions have risen again over Scarborough Shoal, which sits within the Philippines’ exclusive economic zone but is controlled by China. Both countries claim the atoll.
Beijing has also criticised Manila’s military drills with its partners, including the US, Australia and most recently Japan, saying the exercises have stoked tension and instability in the region.
In this year’s Balikatan exercise, staged from April 20 to May 8, Japan made a historic change in its involvement, going from an observer to active participant by sending 1,400 military personnel from its Self-Defence Forces.
Japan’s elevated role in the annual drills angered Beijing, as it has grown wary of Tokyo’s expanded military ambitions in the Indo-Pacific.
In an interview with Bloomberg in March, Philippine President Ferdinand Marcos Jnr said a reset in relations with China was “happening now” and “there’s going to be a very, very serious restructuring”.
Marcos also said China had been helpful in offering fertiliser.
“We’ve always tried to differentiate the territorial disputes from our trade arrangements and many investments still … are coming from China.”
