Beijing has reaffirmed its 2030 nuclear-expansion target in its latest five-year plan for the power sector, following a new round of state approvals for eight reactor units.
“By 2030, installed nuclear power capacity will reach around 110 million kilowatts [110 gigawatts],” authorities pledged in the document, released by the National Development and Reform Commission on Monday.
While that would mark a sharp rise from China’s installed capacity of 68.5GW as of the end of June, according to data from the national nuclear regulator, the country is well on track to meet the target.
A total of 58 nuclear power units, with a combined capacity of 69.5GW, are under construction, the state-run People’s Daily reported on Tuesday, citing the National Energy Administration.
Several more projects have already received approvals but have yet to start construction. This includes the first batch of nuclear reactors greenlit for the nation’s current five-year planning period, covering 2026–2030.
On Friday, the State Council, China’s cabinet, approved eight new nuclear power units across four projects, according to state broadcaster CCTV.
Total investment in the new projects – which include two units each in the provinces of Zhejiang, Guangdong, Liaoning and Shandong – is expected to exceed 170 billion yuan (US$25.2 billion).


China is accelerating its nuclear roll-out, with the State Council approving 10 or more reactors annually since 2022. The country is set to overtake the United States as the world’s largest nuclear power operator by installed capacity within five years, as current projects reach completion, according to a June report by Gavekal Technologies.
Despite that, nuclear’s proportion in China’s total power mix has remained stable at around 5 per cent in recent years, according to the National Energy Administration. In the US, the technology generates nearly one-fifth of all electricity, according to the US Energy Information Administration.
Nuclear power forms just one part of Beijing’s broader efforts to bolster energy security amid rapidly rising domestic power consumption, while also striving to meet climate targets to peak carbon emissions before 2030 and achieve carbon neutrality by 2060.
In the energy blueprint released by the country’s top economic planner on Monday, Beijing vowed to raise the share of its electricity generated from non-fossil energy sources to 50 per cent by 2030.
The plan also called for the installed capacity of conventional hydropower to rise to 410GW, up from 380GW as of the end of last year, and for the combined total of other green sources such as biomass and geothermal energy to reach 65GW.
Although coal remains China’s primary power source, its share of total electricity generation fell below 50 per cent for the first time in the first half of the year.
