The Social Welfare Department plans to launch a pilot scheme in September under which participating organisations will issue vouchers, financed by the Lotteries Fund, to the elderly to pay for aged-care services - especially for people with moderate health issues and who need household care and are awaiting nursing home places.

The Social Welfare Department plans to launch a pilot scheme in September under which participating organisations will issue vouchers, financed by the Lotteries Fund, to the elderly to pay for aged-care services - especially for people with moderate health issues and who need household care and are awaiting nursing home places. But a number of welfare providers said they would offer only day-care centre services rather than home care, citing a shortage of staff and the high cost of hiring health workers or physiotherapists to visit the elderly at their homes.
