For decades, golf carts have been used to patrol public parks. But it was discovered only recently that this is illegal, after a police report was made about Leisure and Cultural Services Department staff driving carts in Chai Wan's Lei Yue Mun Park and Holiday Village, posing a danger to park-goers. It was then revealed that, under the Road Traffic Ordinance, the Commissioner for Transport's approval is required for the use of golf carts on roads.
