Dr Winston Fung is a research fellow at the Hong Kong Policy Research Institute. His area of research includes Sino-US relations and its impact on Hong Kong, evolution of international norms and the role of identity in international politics. He received is PhD in International Relations from the University of Hong Kong.

To avoid being a pawn in geopolitical struggles, Hong Kong must define its place in the world by making clear its resolve to be a helpful international actor. The city’s place in the global context must become a more central focus in policymaking.

The hostility between China and the West could be seen in terms of Beijing being cast as a member to the out-group. By mediating in the current conflict, China would show that it is truly on the same page as the West in wanting peace.

Persistent debate in other countries over China’s intentions shows its foreign policy is unclear and incoherent, leaving it open to attack. A new approach that allows for foreign policy goals based on real perception and needs for China and other state actors is essential.
