Hong Kong is regularly accused of not having much of an arts and culture scene. Even grey old Shenzhen has a cool modern art district made out of old industrial buildings, akin to the districts found in east Berlin, east London, east New York or Beijing's 798.

Thankfully, Singapore has been trying to up its game in the culture stakes, which is good news for Hong Kong's own art scene, as the mentality appears to be 'anything Singapore can do Hong Kong can do better'.

Cue Hong Kong's first hosting of the Semi-Permanent conference, a festival for creative types to explore the world of design. Twelve speakers - including London fashion photographer Kayt Jones and Christian Alzmann from San Francisco special effects group Industrial Light and Magic - will converge on Wan Chai to discuss industry ideas about the visual medium.

A carnival atmosphere has been promised both inside and outside the exhibition centre. Live art installations, workshops for members of the public who want to try their hand at design, and exhibitions and competitions will keep guests entertained if the guest speakers themselves don't hold sway.

A two-day festival of hipsters from across the globe will certainly increase Hong Kong's cool for now, and ensure Hong Kong wins this round against Singapore. Who will win the war, however, remains to be seen.
