Updated at 11.51am: Chief Executive Donald Tsang Yam-kuen on Wednesday pledged to provide Hong Kong with strong governance and uphold the ?One Country, Two Systems? principle.
In his first policy address since becoming Hong Kong?s top politician, Mr Tsang reiterated his commitment to implementing the political system established under the Basic Law ? the former colony?s mini-constitution.
Noting that the territory was now enjoying an economic recovery, he said ?excellence in government? was a top priority.
?We need a strong government to implement ?One Country, Two Systems?, to promote social harmony, and enhance economic growth. Strong government is a prerequisite for economic development.
?When I talk of ?strong governance? I mean a government that operates in strict accordance with the law,? he explained.
Mr Tsang said the political system established under the Basic Law envisioned a society which practised ?executive-led? government. ?Strong government hinges on the political skills and the cohesion and co-operation of the governing team. As the Chief Executive, I have to be up to the task of political leadership,?? he said.
