Report into maritime accident recommends new identification system

Updated at 6.34pm: A new report into a maritime accident which occurred earlier this year has recommended that high-speed vessels should have an automatic identification system, a government spokesman said on Thursday.

The report was submitted by the Investigating Officer to the Director of Marine earlier on Thursday.

It examines ways to prevent future maritime accidents following a collision between the high-speed passenger ferry 'Nan Sha No. 38' and mainland container vessel 'Zhong Hang 908' earlier this year.

This accident occurred during low visibility conditions southwest of Tsing Yi Island on February 17. Some 104 people were injured.

Crew members said after the accident they should have reduced speed when visibility was low. A warning on poor visibility was issued at 7am that day.

The investigation into the accident was conducted by the Marine Accident Investigation and Ship Security Policy Branch of the Marine Department.

A department spokesman said the full findings of the report could not yet be published yet. This was because of ongoing legal proceedings involving the masters of both vessels for alleged breaches of the Shipping and Port Control Ordinance.
