No, it's a bad idea. The conditions in Hong Kong are far from ideal for raising three or more children. Having children is a huge responsibility, especially for young couples with low-paying jobs.

The tax cuts suggested by Donald Tsang Yam-kuen would not be enough to ensure a healthy environment for new additions to a family. Judging from the serious pollution and that one in six Hong Kong children suffer from asthma, parents should think twice before having more children.
The education system has a lot of loopholes. Too many reforms have been introduced. Education is an important factor in a child's growth.
In addition, many parents are worried about losing their jobs. They are under pressure and have to work long hours, leaving very little time and energy for their children.
