Transport rules will have to be amended to give PLA vehicles the same freedoms as British military vehicles.
The amendments would bypass the red tape of formally registering PLA vehicles and allow them exemption from regulations which govern pollution, and seating and engine capacities.
The Transport Department rushed through registration of eight vehicles used by the PLA's 40-member advance party which arrived last month.
Similar arrangements are believed to have been made for the 13 vehicles set to arrive with the team of 66 soldiers today.
The department used 'qualified inspectors' in China to ensure their compliance with Hong Kong road laws. A spokesman said they were registered as 'civilian vehicles operating under an international circulation permit'.
British army vehicles do not need department inspection before use as they are registered in Britain and comply with regulations there.
